[1] Circumstances to consider when releasing information on North Korean defectors [2] In a case where North Korean defector Gap et al filed a claim for damages against the government after the Gangwon Provincial Police Agency publically released information of Gap et al's defection, escape route, other related information, and allowed the information to be reported on the media despite Gap et al's request that their defection and identity not be made public; to which the court acknowledged that the government is obliged to pay compensation, and also determined that even a possibility of potential harm to families remaining in North Korea-even without specific evidence to its proof-is sufficient ground to assess compensation amount.
