11th Meeting of the Judicial Policy Advisory Committee Held The Committee convened its 11th meeting on Wednesday, June 11, 2025, from 3:30 PM to 5:00 PM. Agenda of the 11th Meeting Measures to Enhance the Flexibility in Personnel Management for Court Officials. Summary of the 11th Meeting Outcomes A. Objectives Develop measures to strengthen the dynamism of the personnel management system for court officials by establishing a foundation that enables capable individuals to advance to higher positions ahead of schedule. These efforts aim to motivate personnel, revitalize the organization, and provide the public with prompt, high-quality judicial services. B. Proposed Measures Improve the personnel management system for court officials, including increasing the weight of performance evaluations and restructuring the rank system. Taking into account the credibility and acceptance of substantive evaluations, it is proposed to initially apply these measures to officials in Grade 7 and above, with gradual expansion to those in Grade 8 and below, in line with changes in the judicial environment, such as the structural reorganization of the hierarchical system. A special promotion system based on objective and fair selection criteria should also be introduced to restore the diminished dynamism of the personnel system and to facilitate the advancement of talented personnel to higher grade levels. Considering various factors, including the phased implementation of revised evaluation ratios, the acceptance of evaluation results, and the statutory threshold between official positions, it is proposed that this policy be applied to officials in Grades 5 and 7. Conclusion of the Judicial Policy Advisory Committee’s Activities The Judicial Policy Advisory Committee officially concluded its one-year term with the meeting held on June 11, 2025, following its inception on June 12, 2024. During this period, the Committee held a total of 11 meetings and deliberated on various issues, including the expert opinion system, improvements to the current model of civil appellate trials, enhancement of judicial support for persons with disabilities, the system for appointing Chief Judges, appropriate legal experience requirements for judicial appointments, the personnel management system for court officials, and the use of artificial intelligence in trial support. Among these, recommendations related to legal experience requirements for judicial appointments led to amendments to the Court Organization Act. Recommendations regarding the improvement of the expert opinion system also contributed to the implementation of an expert opinion procedure management scheme, including the appointment of members to support and coordinate its implementation. These proposals from the Judicial Policy Advisory Committee have brought about meaningful institutional improvements in various areas of judicial proceedings and court administration.
The judiciary will continue its efforts to realize swift and fair trials based on the recommendations put forth by the Judicial Policy Advisory Committee. |
